After the war ended and the town was reduced to ashes, the local urban renewal department laid down main thoroughfares and rebuilt the town into well organized districts, including a thriving commercial district. However, the developers have faced notable delays and now the redevelopment plan appears to be highly disorganized. Private homes on the verge of collapse are lined next to brand-new apartment complexes, dark back-alleys lie on the corners of brightly lit streets, "under construction" signs stand here and there, and supermarkets which await reconstruction have turned into deserted buildings. Gangs of young men use these places as hangouts, making the entire city feel dangerous.
