No, the game isnt completely done right now. Especially for the Main Quests.
But im tracking the Developer News, because the game is one of my favourites atm.
Tomorrow should come Update 0.10 with the first H-Scenes.

I´ll upload it as soon as possbile and tell you guys the patch notes !

So I read somwhere it's a RND Event that occurs after seeing Sis take a shower (saw at first day got busted and on day 2 with the flavor scene) and after beeing busted during moms falvor scene in her bedroom, oh yeah dunno if it's important for her storyline but got also caught trying to steal her Panties for Mu tai training...either I am missing something or I am just unlucky...huh?

I would guess that you are rather unlucky. But its not unlikely that the game might have bugged out.
What you could do, is to start a fresh game with the cheats and see if anything happens the first few days.
